you're not alone, this is a usual thing and needless source of noise. i don't see how having a metal gate helps, since burglary isn't really a major problem.

i think that the metal gates are a hold over from before air conditioners...
i know my mother in law, who lives in gov't housing often leaves her door open, but gate shut and opens a window in the house for air circulation.
she's not alone... when i go to visit, everyone on the floor knows i'm there!
It's also a hold over from village practices. I find it very endearing. It's considered anti-social to shut the main door in many of the public housing areas, or even some of the older private housing blocks where there's been stable tenants all living there for a while.
The lack of privacy can be a nuisance, but its a sweet counterbalance to isolated lives people in most major urban centers face.
