Haha, nice marketing. But you don't need to join a program like that if you want shaving to be cheap. Blades for double-edged razors are extremely cheap, and I like DE razors because they don't choke on a few days worth of beard.

Do they actually ship to HK? If so, the price is quite good I think.
Edit: oh, I read your post properly now. So they don't have it in HK...
If they did, it would need to be cheaper because plenty of Hong kongers stay smooth for days and then just have a bit of fluff to trim above the lip. Half the time they just leave it there, dangling.
