Red Tide/Toxic Algal Bloom/Harmful Algal Bloom in Hong Kong beaches?

There've been 6 reports of red tide over the past week, which is more than the average in Hong Kong. In April, SCMP reported that sewage from the Mainland was helping to fuel more toxic algal bloom / harmful algal bloom / red tide. Could this be true? The pic attached is Repulse Bay on Jun 3.

We have had many of the factors that encourage algal growth, and certainly there will be a high nutrient load due to the recent high rainfall, which has probably washed some of that sewerage content down the Pearl Estuary. When you follow this with high sunshine days it's algae party time.

Nasty stuff. Such a pity given the lure of a beach swim in this weather.

These algae love when the levels of carbon dioxide rise.
