HKID Doctor/Hospital Fees - difference Parmentant or Temp HKID?

I have always been under impression all HKID holders pay the same medical fees in government hospitals.

For quickly reading the following it also seems this way:

Today I have been told by a temporary HKID holder (dependent visa) that this is not the case.

Does anybody know about this or is he simply mistaken?

You are both correct, sort of.

Everyone pays the same but the low income earners get a refund/rebate for their fees, especially for expensive drugs.

For non-PR ID cards, they have to have a valid visa associated with them for the eligible- person fees.

But temporary ID cards (with a valid visa attached) are eligible for the eligible-person fees.

Edit: This applies to HA hospitals and clinics.
