apparently civil servants pay a fraction of the cost the public pays for a private ward (I didnt know that)
Although stable QEH source says they abusing system, refusing to leave (or maybe family refuse to take them):

It is quite a mess. As a private citizen you're essentially locked out of those wards because they need to keep spare capacity idle for our public servants.
Next to impossible to get admitted to the private wards @ Queen Mary.
