Honestly, I think you're going to have to make a bit of an effort - either jump in a taxi and suck it up once to get the far-away appointment, or go down to your local clinic in person and sit there until someone sees you...

And then when you turn up for an appointment, you may not get to see the one doctor on duty!

They’ll issue pre-existing prescription but you won’t actually get to see him/her for other matters.

In the public system you will unlikely get the same doctor anyway, it is always a rotation and they just look at the notes.

You want to save money then there will be inconveniences.
The HA-GO app is useless, not many people make use of it.

Just go and wait at an outpatient clinic, prepare to wait whole day.
There just doesn't exist a booking for outpatient services in gov clinics, you need to go and collect a ticket like everyone else.

Time=money, you want to save money...

Also hope that you have evidence to show for need of medication, government doctors are not drug dispensers and they follow strict protocol. The pharmacy script the gov doctor provides is for the hospital pharmacy and it is only valid for use within I think 2 weeks (?) definitely not for long term keep and use later type of script. The doctor... if they are willing to give you a script... will need to provide for multiple months and you buy all at once. But there's likely a limit to what they can provide as well.
So in conclusion, you seeking to save money will not have the convenience you expect.

Thank you very much for the tips!

The reason why i want to avoid going to the clinic and waiting a whole day is because of my concern that it may be too taxing for my mom...this is why i hope against hope to slip into a GOPC booking slot via the app/phone systems and only appear when needed. We are not avoiding a personal visit to a clinic due to the wish to avoid paying the 180HKD(?) instead of the 50HKD...it is the wish to reduce avoidable fatigue. If i could pay 180+50 to get to an appointment , i would...therefore it is not so much about saving money in this instance !...Although i would rather pay gov-clinic prices for drugs than Fanda prices of 680HKD per month.

As to the likelihood of receiving a doctors script that mimics, within reason that which we received in the UK, i am thinking of bringing my mom's discharge papers with the prescribed medication on it and also the receipt contained in the med-paper-bag from the pharmacy that dispenses the drugs in the UK.

I will have to snoop around and see if non-Fanda pharmacies can provide the drugs i need at a cost lower than that offered by Fanda.

Ofcourse if all else fails,Fanda it is!

Why not go to St.Teresa's Hospital out-patients clinic? You can see a specialist there and get meds for reasonable $$.

The price you pay, depends on the time of day you visit, you may have to wait a few hours, but at least you get to see a specialist first pop.

    Oh, just re-read.
You want to see a specialist or do you want to see general doctor?
For specialist you will need a referral and you can't just go see specialist at gov clinics.

But St Teresa surprisingly reasonable price.
But the medication would be more than at outside pharmacy.

Essentially you want the government subsidised pharmacy, you will need to either,
    a) Get referral to see specialist from a general doctor, then take the referral to gov hospital to get a specialist appointment, which might be urgent or months wait depending on the case.
    b) Go to gov out-patient clinic and see if you can get medication script, otherwise get referral and go to step (a).
