So what's the difference? I see that paygo has a "monthly fee" while the Prepaid one doesn't. Both have "refill vouchers". Which one is cheaper? Are both the same things?

The difference is that the Paygo is a stored calue card, but it acts like a monthly fee account. So you add value, and then they deduct a monthly fee to give you a minimum number of minutes per month. If you are definitely going to spend those minutes every month, then it is cheaper than a stored value card.
