I believe that the 400D doesn't have a top mounted LCD. You have to use the LCD screen on the back. That may be a deal breaker, but if not then it's a very decent camera for the price.
Try both. The most important thing is how they handle in your hands. I find the 30D a bit big for mine, and the vertical grip is a POS.

IS on a wide-mid zoom with F2.8 and mated to a body that can comfortably handle ISO 800 with minimal noise sounds a bit overkill!

IS is a good idea with a 4.5 lens. With a 2.8 I'd like anything that kept the cost down.

Judging by the way Canon is going with their lenses I wouldn't surprised if IS pops up on the 24-70 next year some time. It'll add tad more to the length, a bit more to the weight and a hell of a lot more to the cost but I'd put my money on it that if Canon can retain the optical performance of the 24-70 with the addition of IS then it'll happen.

cessie - there is a HK photographer's club run by one of the GeoExpat members - they have a Flickr group too where they share photos and organise monthly trips (confess I haven't found time to join them yet).
jgl - good point about the missing top LCD display. However, I got to play with a 400D in Mong Kok on Saturday - in the street. The back LCD screen shows all the usual LCD information very clearly until it detects that you have the camera to your eye. Quite clever really and seemed easily legible even on a fairly bright day (ok saturday wasn't exactly sunny

hmm... that's not always the case, sometimes Nikon lenses are more expensive... sometimes similar sometimes cheaper...
i.e.
