I had i-cable too, and agree their customer service is pretty bad. I also got overcharged after I terminated. However I would still use i-cable over PCCW, for better speeds and lower prices.
To get more than 8M from PCCW most people have to get fiber connected, and PCCW charges between $300 and $9,000 for that, depending on where you live. Yes, I was quoted $9,000 and told them where they could stuff it. Even if the home had fiber before, if you open or bring a new account, they will charge you for connection again. Highway robbery.
My top pick is HKBN if they serve your building. HKBN coverage check. They don't charge for connection, prices are transparent and speeds are great. No international caps and no problem with HD streams from the US/UK.
