    There are no taxes because its illegal.

    How is it illegal? Afaik it counts as pharmaceutical product, but as long as he isn't selling it it should be fine. Plenty of my friends are using the IQOS in HK.

    I think customs sees heet sticks as cigarettes, as you could smoke them without da device.
    So if you open a pack and bring in 19 sticks that will be fine, that's the rule for normal cigarettes
    Gov afraid of resale here, thus illegal to bring in more.

    that is false advice
    for cigarettes to be sold here they need to have been certified for tar and nicotine content by the Govt Lab
    No iQos approvals were issued for Heets by the Govt chemist
    ergo cannot be imported legally
    actually Customs seized shipments
    Also Heets use RECON which is a tobacco offal with added ammonia for addictiveness
