    255.255.255.0 equals /24, but your network is set as 255.255.240.0 or /20

    also: initially i could access the camera under 192.168.1.100
    By assigning IP address 192.168.100.173 /24 to the camera it doesn't match the subnet settings of your router.

    Anyway, seems you solved it already.
