    I still dont see the justification of sticking these cables in Tong Fuk, middle of absolutely nowhere.

    I would have thought it would make sense to terminate them at Stanley (lots of satellites and I assume lots of connectivity) or somewhere like ChaiWan or KwunTong where there are a lot of established equipment...

    There are, if I recall correctly, three main cable landing points in HK: Tong Fuk, Tseung Kwan O (hence the Google data centre near there, for example), and Stanley. There are many factors in routing - shipping lanes, fishing areas, seabed structure, etc, as well as where the cables are coming from and going to, obviously.
