Put it this way, i was paying around 900 hkd in Istanbul for an 8mb line. Here for less than half the price i get a 500 mb line although i have yet to see any speeds close to that.
Generally it is cheaper, but you are locked into a 2-year-contract which for some means they'll pay for service they might not actually use.
Also, because of the distance between most of the servers in the US / EU that you are used to using you may encounter some lag issues vs. the speeds you are accustom to in the US. This probably won't be noticeable unless you are doing some heavy streaming media, gaming, or large file transfers.
It appears cheap because you only get high speed metro-Internet, one still ends up with quite lethargic international Internet connectivity.
