Dell.com.hk wil give you an idea of prices and options for branded servers.
Can be used or new. I have looked at dell but their prices seem high for what you get.
on brand again can be either. There are advantages to brand and we used dell a lot in the past but really dosnt matter for this first one.
what do you want to achieve? there are plenty of IT people on here who can probably give some good advice

If you want to save costs and are aware of everything else, highly recommend you contact a vendor like xbyte.com (USD 350 shipping - but awesome pricing on used dells and great service too..)
You really haven't given us much to go on (echoing Robert's comment about good questions), but I'm inferring from your responses that you simply want "cheap". In which case wander down to the Capital Building in Sham Shui Po and pick up something secondhand.
In this case, if you go cheap, you are foregoing any sort of warranty (new servers from the major manufacturers typically come with three year onsite warranties).

For an interesting range of used server hardware in HK, IT33 Network & Server Super Store it33.com.hk I picked up a SPARC server for some testing and worked out well.
I gave all important info really as I would evaluate the options myself. The decision of brand name vs non would be costs and whats available. We have used non name brand and dell and HP. So in the USA its better to buy name brand as the costs of off brand or even less quality dosnt make since based on price. Outside though many times name brand require a premium payment that does not justify. So as you would think in this community it would be more about learning the options being new to the area and starting from ground floor. I know servers and can make that decision based on costs, but to point in the correct direction if more is needed warranty is of little concern as we almost never used a warranty even when something does happen. decent quality though would be nice (hope it runs at least 2 years) and best price that can be achieved for again a rack-mounted servers with the aforementioned decent quality.
