I understood it as him acknowledging that the board needs to accept his offer, which they might not. Not that he thinks he is unable financially.

Ah...the poison pill approach to make it more difficult for Musk to buy and privatize Twitter. Will it be effective in deterring Musk?

Musk technically can afford to buy out Twitter, he is the richest man in the world right now after all...although a substantial chunk of his fortune are tied up as equities in his SpaceX and Tesla companies. Which means he will need to sell quite a lot of shares in his companies plus likely have to borrow some money elsewhere too..
