I checked: for just a static website include the additional items (company e-mail...etc) cost around 20K

Single page site starts at about 2000 HKD. PM for details.
Hate to rain on everyone's parade .. but run away from a designer who charges you "per page".
There are several elements that should go into a modern website...
1) Corporate Identity - Logo's, colors, styles etc etc.... if you have those, they need to be incorporated into the site. If not, you need a designer, not just a web guy, as the these will end up used in multiple media (print for example).

2) Content management system - typically, if you're concerned about updating the website yourself, then you need a CMS (content management system).
Your themes need to get incorporated into the content management system.
From there on .. the cost of one page .. or a million pages remains the same.
