If you mean by iCloud lock as in you've erased the phone, now its back to intro screen and needs AppleID password to activate, then the only way is to go to an Apple Store and provide proof of purchase, there's no way round it.

If you been by SIM lock, as in you can't use other networks, you will need to go back to the original service provider that the phone is locked to, only they can request an unlock from Apple servers.

Thnks pro plus for the info.....I've purchased an iPhone in expat it's seems ok! But after a week I have this message that my phone is not activated...contact provider!and got an iPad too on iCloud in which I bought 2nd hand...thnks again!
