Use low cost VOIP to phone service that bypasses the telcos, it costs almost nothing.
And who on earth uses prepaid cards anymore?
I use Skype. When you sign up, first 400 mins are free and then £5 a month moving forward (can cancel at anytime). I phoned HMRC using this number as an example of what I used it for. Couldn’t think of a cheaper way. Might be another way of extending a mobile contract, but for me through 3 it was more expensive.
There is also Skype credit which deducts by the minute when you call mobile or landline. I use that for countries that I rarely call (European countries, for example) and have a subscription for the US which was 30 US dollars per year (around 240 HKD) for unlimited minutes.
Doesn't really get any cheaper than that...and most of my connections are good, only occasionally do I need to hang up and connect again.
Just seeing what everyone uses now.
I normally use whatsapp/facetime for calls, but that assumes the other party has a smart phone.
I remember using VOIP Stunt on a PC many moons ago.....
Skype's a good option for Pay as you go...but need to buy credits in advance. I don't make enough calls to make a monthly subscription worth it.

If they don't have a smartphone/WhatsApp, etc., I use: https://www.mytello.com/en_HK/ and they're HK$0.07/min calling HK to a UK landline the last time I looked. You can call other countries as well and it'll work for calling from other countries too.
There's probably other similar services around but I haven't looked into them. Probably won't either as calls so far have been clear and stable.

Very rarely call IDD now (even elderly relatives have WhatsApp). I did have to make a call a few months ago (and actually struggled as I could not remember what service I had subscribed to previously). I ended up using 1638 IDD from Smartone. As I dial IDD so infrequently, I thought better to use a service linked to my mobile provider than finding an external one which might be marginally cheaper.
