Its based on stereotypical assumption that dinner gathering with phone meaning people stooped into phones rather than actual interaction like lots of locals in Starbucks, there are many other reasons phone is useful while playing games, capturing dance videos for memory, funny photos/videos for next day laughter, playing music on bluetooth speakers and video chatting long distance friends and so on.. Strict no phone policy for dinner gathering sounds pretty outdated and first sign of boring conversationalist type party..

I guess most of us possess enough life skills to either bring a phone which sufficient charge to dinner parties, or be able to survive a few hours without one.

It’s a good move by the EU though. Shame it took so very long but at least they got there.
