Where can one get pre paid or post paid SIM cards in mainland China? If you go to China Unicom or China Mobile on the mainland they'll tell you they only have monthly plans starting from 49 or 59 rmb per month.

You can contact customer service online and they will change the plan for you, here is an example of someone from HK getting a SIM at Dongmen (near the Lo Wu crossing) and then changing it to the 8Y plan:
