I've been there several times and it's a pretty cool place to wander around.
If you've got your head screwed on you can get some real bargains, just have big balls when it comes to haggling...
I like it......a couple of recent purchases, my in car HD camera for 100HKD and waterproof bike HD camera for $200...I am about to order a wife pico projector for $1000 that retails in HK for double, (sample you know!)...
That said, you won't get cheap laptops or plasmas......actually I did get a cheap 50mm Nikkor lens, about 20% less than HK....
Once you've been to SEG and/or the similar places in SZ, like me, you will want to puke on the usual, "Apliu Gai", response in Hong Kong......Apliu Gai is a piece of crap.
Unless the OP is looking for electronic components at wholesale prices right?lots of electronic components, mostly wholesale.. nothing worth seeing.

There is more then one building - it's the whole area. Some buildings are gadgets, others PC stuff, some are industrial components, some are industrial small equipment, call phone stuff etc.....
If you are into technical stuff it's certainly worth a visit.
This said, nowadays I rather buy on Taobao, even cheaper.
I wouldn't buy electronic components over there. I saw several shops taking electronic components out of large boxes and put a brand sticker on the component. Certainly fake stuff.
For DIY stuff you can order in HK from RS, they have FREE local delivery, even you just buy for HK$10 - and delivery is often same day if you order before 12:00
