Can anybody recommend a insurance company that covers hire & reward ?
(My main business will be for the carriage of passengers for hire & reward, as well as logistic service provider).

Push them, they are a brokers mate, they can cover any risk. I was covered for exactly this even though I didn't necessarily have all the other paperwork...

You want to find someone who specializes in that kind of insurance for two reasons:

1. you want to make sure you have the right coverage in place for the right risk exposures.

2. you want the best premiums and that is going through a broker who has a good book of that kind of business already and who can get the right premium. Of course if there are any claims you want an insurer who obliges - some don't.

Having said this I am not too familiar with HK insurance. In Canada a good broker is rated and paid accordingly by insurers for placing good, claim-free business with them. If a broker attracts poor risk clientele the insurers will give them higher premiums and problems.
