Cheapest way to open a PayPal account from scratch

So, assuming I have no bank account yet, or would like a separate account from my primary for paypal (in case of hacking or I'm a shopaholic who doesn't want to connect my savings directly to my one-click purchase machine) what would be the cheapest way to do so?

Any bank recommendations which have low/none maintenance fees for low dollar amounts? I'm a student so I might also qualify for student accounts?

Thanks guys! I keep having to ask my friends to buy things for me and pay them back in cash. Hardly efficient.

Do you really need a bank or credit card with Paypal? Can't you open an account without the two and have somebody else send you money (ie. your friends with existing Paypal accounts)?

That's a good point, but still makes me reliant on other people. Guess that would be a good Plan B though. thanks for the quick reply.

    Anyone else?

You need a bank account to open a Paypal account and/or a credit card.

Yeah I know, I'm asking what banks have lowest/no fees.

HSBC and BOC have no fees on savings accounts as far as I know.
