Your options:
1. Move
2. Open an account with HSBC or Hang Seng
3. Use one of the three places in DB providing 'cash back'
4. Venture out of DB, to TC or IFC.
or
5. Become vegetarian and do your own cleaning!
When withdrawing $900 from a Hang Seng machine with a Citibank card, I was charged $26. Annoying enough to make me avoid those ATMs.
In general, I've found Citibank customer service to be really straight forward, much better than I've heard from friends with HSBC accounts. Replacing my credit card was super simple and free after I (stupidly) left it at a shop in the airport when going on holidays and didn't affect the companion card. Other things like opening new accounts have been relatively hassle free.

I recently had to withdraw $700 so I chanced it and the charge was $14.50 which is steep. However, overall the change has been so worth it, Citibank are in a different league in terms of service and ease of use.
Though I'm left with only an HSBC machine in DB, when you're on the island you can use practically any machine you like for free which is great. This means no more lunchtime queues for the machine as everyone crowds around the same bank.

we queried HSBC's charging, as they charged about $150 once, i think. Bank put it back.
I was charged HK$ 7.19 on a $300 withdrawal (cos citibank machine next to it was out of hk dollars)
yes its a lot as other non Jetco charge less than that.
Seems you can negotiate bank charges here, if they want your custom.
