I assume an ordinary HK resident can go and open one. So can mainland billionaires trying to move cash abroad (via casino bank cheques no doubt)

I am not up to date. In 2006 the only bank to open an account for a non resident/non blue card holder was HSBC. Since I am resident there I wouldn't know the current rules as tehy don't apply to me. It would surprise me if they would open one for a BVI.

A short update: Out of curiosity I asked at HSBC today. Now foreigners can also in HSBC only open an account if they have a work or residence permit or another good reason like owning a property in Macau.

Should be possible with HSBC provided you pass their KYC procedures, but make sure you can meet their minimum balance requirements (around MOB200,000, if not a monthly fee of MOP3,500; started about end of last year).

What about banks on Macau other than HSBC?
