Hang Seng Debit CUP Card Cannot Withdraw Cash Overseas

I received the new Hang Seng Debit Card with the China UnionPay logo that works only on the China UnionPay network. I activated the Overseas ATM Withdrawal Limit before I left Hong Kong and when I tried to withdraw cash from an overseas ATM that has the China UnionPay logo I wasn't able to withdraw any cash. I instead got a "Transaction Denied" message on the screen. Has this happened to anyone else? I remember the same kind of thing happening with HSBC cards last year.

By the way, I tried 10 different ATM's all with the UnionPay logo and I wasn't able to withdraw any cash. I called Hang Seng and didn't get much help.

I've had this problem last year when Hang Seng Bank first issued the new UnionPay Debit cards with chips on it. I noticed that the card would work with DBS ATMs in Singapore but not other bank's ATMs in Canada. I think it has to due with the fact the UnionPay Chip is not entirely compatible with older ATMs around the world.
