    she cannot write canadian dollar checks from her bank accounts in hong kong.

    1) Why don't you ask her bank what she needs to open a checking account.

    2) She should probably seek independent tax advice from a specialist so that she has her affairs in order in both Canada and HK rathr than using this forum as an advice platform on cross border tax.

    So what you are asking is if she can open a checking/current account in Hong Kong and issue cheques from said account to be used in Canada in Canadian and or US Dollars?

    Not possible. You will need to open an account in Canada to issue cheques usable in Canada.

    For example, paying rent? Or, make a purchase?

    Technically, they can be deposited, but will cost a fair bit and depending on the bank, it may take a fair bit of time to clear those checks.

    Maybe better to check with BOC and see if they have any arrangements with their Canadian operation to allow for easy transfer from HK to Canada. I'd suspect they should - atleast with their higher tier accounts (something like HSBC Premier Banking).
