Easiest way to get a VISA/MasterCard

What's the easiest way to get a HKD Visa/Mastercard card (credit or otherwise)?

I have a savings/current account with Standard Chartered and have twice previously applied for a credit card through them and been refused. They won't tell me why (there is no "sensible", or obviously-rectifiable reason why I should be refused). I suppose I could try again, but don't fancy my chances.

I simply want a VISA/MC card so that I can use it for making online purchases, which I currently have no way of doing. Any ideas?

If there is a problem with your credit then it may be prudent to check your credit report. A friend of mine had this problem where she could not get a credit card but upon check her report, saw that there was an erroneous default attributed to her. Once she cleared this up everything was fine.

You can get a credit card by using a time deposit.

The credit card's limit will reflect the value of the time deposit.

If there is no specific reason for you to be declined credit (defaults, no income etc.) you should definitely check your credit report first.

Do you Have a job? If yes maybe walk to other banks such as Hang Seng. If not, you really need to place a time deposit

As others have said, checking things like your Credit History / Report / Score is a good idea. Even if you've never defaulted etc, things like too many loan applications (or even wrongly attibuted marks against you) can all add up. Other than that, your employment status / take home pay and other factors all play a part. Let us know how you get on with checking your score!
