In the case of SC, they have been charging this 1% on Mastercard for quite a while, possibly prior to 2014. But the new changes they are making now is the inclusion of Visa as well. This is quite specific and they have underlined VISA in their service charges document to indicate this has been included and effective from April 2019. I have first hand experience being charged the 1% on Mastercard before, then switching to Visa and not being charged the 1%, now just this month being charged again.

Also just to be clear, this is not FX charges. This is just bullshit ripoff charges. I am talking about paying HKD, on a HKD credit card, for HK services. There is no FX happening. My example is netflix, where I pay HK$93 per month for HK netflix, and Standard Chartered charge me HK$93.93. They whack on an extra 1% in bullshit charges just because "the transaction was processed internationally" or some excuse like this. My problem is not with netflix, this is just an example. My problem is with Visa/Mastercard who make up this bullshit, and to a lesser extent with Standard Chartered who pass on this bullshit to their customers.
The link from my OP is no longer working. Please see the below link which shows the merchants and the credit card issuers:

Thanks, that's a great link and yes it shows SC adding Visa from last month. So I guess i will switch my netflix over to HSBC card now and problem solved . I notice Uber on that list too, I better switch my Uber account over to HSBC card too. Also look at all the airlines on the list, if I spend $15k on a family holiday to Japan or Australia a few times per year as I do, I better use my HSBC card to avoid getting ripped off $150 in "processing fees" that Standard Chartered will hit me with. These larger kinds of purchases is where people are really getting screwed.
