Have to say, I find it rather embarrassing that the Guardian writes paragraph after paragraph on how 'convoluted' the scheme is, without once attempting to explain it. It isn't that hard, actually. It's basically a refund of a tax you never paid (which is why it will likely be deemed tax fraud even though the authorities explicitly approved the refunds)
