    I've never heard this. I'd been in Hong Kong 7 months before I got around to getting a HKID card, and there were no consequences.

    That was when Hong Kong was British! It might just be that things have changed since then!

    Possible, but I don't think they changed any immigration rules at the handover.

    For British Citizens they did... I guess it was much easier to claim to be a visitor rather than a resident when you didn't need a visa for either.

    I think PDLM posted a link that showed you need to inform immigration when you move address in Hong Kong?

    I would just phone Am Ex up and ask them. Should be a fairly straight forward answer - yes you meet the criteria for an Am Ex card or no you don't.
