leaflet distribution - persons with disabilities

So I had a run in with someone that was distributing leaflets and I was wondering

Does the business that is distributing leaflets need to have a license? and are many of the persons perhaps disabled? see the link below?

I believe it depends on where they are doing it. On private property (e.g. in a shopping mall) I think not. In public (i.e. on the street) then yes, I believe so.

no you don't need a license

If it is your shop, you dont need a license, you are free to give out leaflets, etc.

if it's private property, like a shopping mall, the owner can eject you, that's why they stand directly outside the mall.
