For manulife aastocks for example says 5.58% dividend yield. Does anyone know if this is before or after the Canadian withholding tax?

That would be before any witholding tax - but in this case I think it includes "buy back" yield?
Looks like they they will pay 2x0.33 CAD this year...

The yield is before any tax.
Manulife is a very consistent dividend payer.
If that is your flavor you might want to look at Blue Chip HKG:2318 Ping An too.
