    But BoC has higher P than some of the other banks (about 0.25 higher, I believe)

    prime is not even a meaningful term. 8-)
    hibor is market traded term, the bankers association come in take a poll and determine the daily value.
    prime is just a convenient way for the banks to charge the clients more. 8-P

    P can and is decided independently by banks, so just make sure to ask what their using for P and not assume too much:

    P is their discretion. that's the problem.
    so hibor linked loan cld be a good idea. u know distinctly how much u are losing everymonth and how much the bank is making from u. 8-P
