Tax season is here. Is it possible to pay Inland Revenue Department with any credit card? Or it has to be certain ones that have something special setup? Citibank co-brand cards in HK won't allow it (no cathay points!).

Only certain cards. Some Citibank cards and all HSBC cards are OK I believe. So you can get AsiaMiles by using HSBC cards (albeit not as many as with a CX Citi card, unless HSBC runs their special promo again soon).
You can also use BEA now which will let you transfer to Asiamiles, 8pt=1AM, I think.
Pretty sure US c/c won't work.
