Only a newbie or a salesman would steer someone to try to lose weight in a target area. You can do as many ab exercises as you want, the muscles will only show if you lose enough weight. You can pay as much money as you want, the bottom line remains to consume less calories than you expend. Sellers of pills, potions and machines prey on the stupid and lazy that hope for shortcuts.

My Mum had a little book from 'Weight Watchers', a 'calorie counter'. She could look up the calorie value of pretty much anything from a slice of cheese cake to a glass of wine. At the back of the book was a table showing how much calories various activities burnt in minutes.
Not being inclined to physical activity, it tended to make her eat less! Example, 1 Mars Bar = 45 minutes of swimming!
