I tip my hat to them as I walk by their hunched-backed old body pushing empty tin cans to the recycling station. Such good moral citizens they are for keeping our city clean.

No it's not needed in hk. Its usually includes in the service charge if any. China on the other end yes. They give you the biggest evils if you tip them only $10 RMB...
