There are a number of clothing recycling points in Hong Kong. The one I use is at the entrance of Victoria Park, opposite the Pullman hotel. Big green bin, can't miss it.
Some H&M stores have recycling bins near their tills - it doesn't have to be H&M brand clothing, and they'll even give you a voucher for dropping things off.
Edit - seems I'm mistaken about the community bins - no underwear allowed. And many brands halted recycling initiatives due to the pandemic.
