There are a number of clothing recycling points in Hong Kong. The one I use is at the entrance of Victoria Park, opposite the Pullman hotel. Big green bin, can't miss it.

Some H&M stores have recycling bins near their tills - it doesn't have to be H&M brand clothing, and they'll even give you a voucher for dropping things off.

Edit - seems I'm mistaken about the community bins - no underwear allowed. And many brands halted recycling initiatives due to the pandemic.

Rubbish. You are not going to catch covid from a piece of used clothing. I gave some to Crossroads if that helps - but you need to download their app and take photographs first, it;s a pain in the neck.

I looked up the community bin rules - no underwear, no bedsheets, no towels. I suppose the sanitary line has to be drawn somewhere.
