That doesn't sound like it's gonna be easy. Maybe if you go to Ruby Tuesday and have one of the 50% discount cards, but Ruby Tuesday doesn't fit my definition of 'nice.'
Agreed with Jay, For something 'Nice' you're looking at $600 for one.
Outback might be your only choice that I can think of.
Why don't you go 1960's "local" and try Boston steakhouse in Wan Chai?
You'll get by on $600 with change.
HK$600 for three people = Steak Expert.
Be careful with steak expert though, they have different "levels" ... I forget how it works, but the steak expert in wan chai is a good one..
There is one in CWB somewhere is not a good one..
Pricewise, the "good one" will still be under $600 smackers too.
Bump it to $300 / 350 a person and you'll get some better options like Dan Ryans.
Also recommend if this is something informal .. try some of the mid range pubs.. some of them do a decent steak.

My favourite steak restaurant is La Pampa in Staunton Street, Soho. It'll be a little more than $600 for 3, but still pretty good value for money.
