Does this hold true in case of China visa? If someone (holding an Indian passport) who is not a HK resident wishes to go to China, can he/she get his/her visa at the HK-China border? Someone mentioned to me that one can apply for visa only at his/her country of residence.
I am not sure what is true...

Yes you can get the visa at the border or at the local CTS if you're not a resident.
