Rule 1 for dealing with the US Consulate: give them exactly what they ask for, otherwise your application will just get bounced (probably on the grounds that having a small photograph obviously makes you a potential terrorist), and once you have had an application declined it gets much harder next time.

I agree with PDLM.
The photographers on Stanley street (or virtually anywhere in Central) have the specs and will produce photos as per various consulate specifications. Will set you back $50-70.
Remember - no smiling anymore in passport photos.
I believe that is the standard sized passport photo for the US. Better give them what they ask for or your application will be sent right back to you.
Agree with PDLM. Provide the size specified or be prepared to face the wrath of disgruntled US government employee and have your application delayed.
I didn't have the right size photo when I applied last time but the security guard allowed me to pop over to the building next to the Peak Tram stop where they have a photo booth machine. This machine can take the right size pic.
