    Surely there are four benefits

    The two you suggested
    1) Gifting money to the Government friendly gambling dens of Macau
    2) Gifting money to the property developers and local governments in Macau

    Plus

    3) Gifting money to CCP owned construction companies
    4) Reducing Hong Kong reserves.

    Given the latest news reports suggest not even enough money will be generated to cover operating costs let alone repay the principle of probably HK$170B

    If the aim was to redistribute HK wealth to the less developed parts of the 11 areas of the PRD it will be very successful
