It's recommended that you get one as soon as possible as it takes a few days for application of a visa, i believe it's HK$1200 for a us passport, it's probably more expensive if you was an expedited application or may not even be available

On a related topic, I am planning to go to New York for Christmas. Since it is technically the USA, can I just show up or do I need a visa beforehand?

    Depends on your passport.

OP is US passport holder, so I think OP will be fine to go to NYC without visa.

Actually my friend just came back from hainan island last week and he just paid for a visa on arrival. He has a UK passport. So, like Macau, which is also part of China, you don't need to apply for a visa in advance.

    there is more to that
To benefit from the this policy, tourists must book their travel schedule with qualified travel agencies in Hainan Island, and provide the following information 7 days in advance including name, birthday, nationality, passport no. and accommodation addresses as well as inbound and outbound travel details. The tour group must be met by qualified travel agency at the airport upon arrival and departure. If members of the visa waiver tour group want to extend their stay in Hainan or travel to other parts of China, they should apply for visas in accordance to the law.

Do we really need to explain the difference between an SAR, the ROC and the rest of China?

ONE CHINA ONE LOVE (and a million different visa policies and requirements that change on a nearly daily basis).
