Budapest been mentioned a few times on here, my only memory of that place is a massive haze as i was there on a 3 day stag do.

Prague gets my vote but not sure i was pleasantly surprised as i was expecting it to be great.

Guilin for me probably, specifically Yangshao.
When you go is as important as where you go. Yangshuo in fall 2001 was laid-back, even sleepy. It was the perfect tonic for Shanghai (where I was living at the time).

I drove around the eastern block after the wall fell. It was interesting to try explain to border guards what a lease car was (lots of car smuggling back then).
I'm surprised you were allowed to take a rental car across the border. Up to this day many car rental places have restrictions for taking cars into Eastern Europe. At which border did they question you?

Porto - long time ago - loved the city and the food. Went to a local restaurant - nobody spoke english, and menu was useless. However, place was pretty busy and we could see what dishes were arriving at other tables. Fun way to order.
