    HOME RETURN CARD (NON-CHINESE AND W/O HK PASSPORT)

    I have read that you 1) need to be of Chinese ethnicity and 2) have an HK passport in order to apply for the home return card (HRC). Some people have been able to get around the ethnicity requirement because they had HK passport.

    Checking just in case someone was able to get the (HRC) without meeting the ethnicity and passport requirement (meeting the PR requirement though)? Or would have any recommendation for an agency who can help with that?

    You need to be a Chinese citizen, not ethnic Chinese, to qualify for the HRP.

    Anyone who is a HKPR can apply to naturalize as Chinese citizen subject to satisfying the conditions, like language etc. Once you are naturalized as Chinese citizen you can apply for the HKSAR passport and HRP.
