Just for the record there are ATMs in Harbin - its a pretty modern city these days! Just look for the Bank Of China branches as their machines accept the Cirrus-Maestro network that most foreign ATM cards are part of.

We just came back from Harbin at Christmas. Stayed at the Holiday Inn, which was ok, bit shabby, but warm! Take plenty of warm clothes,it was bitterly cold;minus 26 with the wind chill. You will need at least 2 scarves,woolly hat, thick gloves, and a thick coat obviously! There are 3 areas/parks to see the sculptures both of ice and snow. Good Russian restaurant about 1/2 way down the pedestrian street. No English spoken at all, but miming always works!!
