You can't drive to Big Buddha unless you have permit to do so.

Yes, #23 I believe from the Bus Station.

Yes you can get a blue taxi. Or, as Claire says, #23 from Tung Chung bus station, or #2 if you get the ferry to Mui Wo and the bus from there.
