Echoing Giles' recommendation regarding bike transport in Vancouver. If you don't have a car, then biking around Vancouver is really easy and practical. The traffic is light and very friendly, there are well established bike lanes that run throughout the city and the general grid design of the city makes it very easy to navigate.
The only areas of concern are that you'd gave to be decently fit, and practice sensible security (don't leave bikes locked on the street overnight, and use a decent lock during the daytime).
Stay in the one on Robson street as this is the downtown of Vancouver.. and u can walk to Stanley Park.. and restaurants and bars around..
if going to victoria, u can take 250 bus to horseshoe bay from downtown.. u can then take the ferry from horseshoe bay to victoria~
going to whistler is the same direction as to horseshoe bay but further north.. i cant recall if there's bus service.. maybe u could check if there're hotel tours to whistler in downtown~
