If you make a substantial investment, you can prove source of funds, and you bring skills or experience in this field, I don't see a reason why not.
Have you checked the info on the HK immigration departments website?
I believe if the investment is under a threshold, 7mil hkd, then you need a local sponsor. Have all of your documents and plans in order and good luck.
