    Discrimination: Certified Tax Adviser

Pointed out to me recently and I'm shocked...

Cannot become a Certified Tax Adviser in HK if you cannot read Chinese - talk about blatant discrimination by the HK Institute of Taxation! Exam paper written in Chinese and must be answered in Chinese - no exemptions!!

    1. The CTA Examination consists of 5 papers:
Paper 1 – Accounting and Finance (This paper is to be introduced
starting from the 2013 Examination; students registered
on or before 30 June 2013 are exempted from this paper.)
Paper 2 – Hong Kong Tax
    Paper 3 – International Tax
    Paper 4 – PRC Tax
Paper 5 – Advanced Taxation Practice.

    3. Except for Paper 4, all papers are written and to be answered in
English. The questions for Paper 4 are written and to be answered
    in Chinese.

How are language skills considered discrimination?

Is it just the mainland paper or all papers?

There are plenty of courses in PRC subjects that are conducted in English with the examinations also written in English

Aren't papers 1, 2, 3 and 5 discriminatory if you cannot read English?

Sure but I'm not talking about examinations. If you are conducting business as a tax advisor, how would you handle PRC tax if all official documents are in chinese?
